In this week's edition: The EP adopts a report on EU tech sovereignty, while the EC hosts a workshop on protecting minors online. Parliamentary committees have been busy discussing the mid-cap GDPR exemption with Executive Vice-President Séjourné, regulatory burdens with Commissioner McGrath, and enforcement of the EU digital rulebook. Meanwhile, the latest text of the Green Claim Directive proposes a new simplified procedure and the World Health Organisation (WHO) releases its 2025 Noncommunicable Disease (NCD) Progress Monitor. Finally, Denmark considers banning all under-15s from using social media.  


EP ADOPTS REPORT ON EU TECH SOVEREIGNTY

On 3 June, the EP ITRE Committee adopted a report calling for substantial investments and regulatory reforms to reduce EU's heavy reliance on foreign technologies - currently over 80% of the EU's digital products, services, infrastructure and intellectual property comes from third countries. The report emphasises the strategic importance of critical infrastructure whilst calling for increased public-private investment, and easier start-up funding.

EC HOSTS WORKSHOP ON PROTECTION OF MINORS

On 4 June, the EC hosted a workshop with experts from industry, academia, and regulators to gather feedback on its draft guidelines for protecting minors under the DSA. Participants discussed the effectiveness and implementation of age verification, content moderation, recommender systems, and interface design. The workshop was observed by representatives from the UK's Ofcom and the US Federal Trade Commission.

ITRE DISCUSSES MID-CAP GDPR EXEMPTION

On 3 June, during an exchange of views hosted by the EP's ITRE Committee, Executive Vice-President Séjourné outlined current initiatives including sectoral action plans, the Single Market Strategy, and the creation of a new mid-cap company category. Séjourné emphasised that the proposed GDPR exemption for small mid-caps was designed to reduce compliance burdens and preserve competitiveness, whilst also upholding high standards of protection.

LIBE EXCHANGES VIEWS WITH COMMISSIONER MCGRATH

During an exchange of views hosted by the EP's LIBE Committee on 4 June, Commissioner McGrath outlined the EC's objective to reduce regulatory burdens. He emphasised that a stakeholder dialogue would guide efforts to enhance harmonisation and enforcement, and expressed optimism for reaching a compromise on the GDPR procedural rules proposal. Lastly, he reassured any simplification would be evidence-based.

EP EUDS DISCUSSES EU DIGITAL RULES ENFORCEMENT

The EP's Special Committee on Foreign Interference in Democratic Processes (EUDS) convened a hearing on 3 June regarding the enforcement of EU digital regulations. Topics discussed included structural deficiencies in digital advertising, including insufficient transparency, and surveillance-based targeting practices. Whilst the political advertising regulation adopted in 2024 promises enhanced transparency, concerns persist regarding its implementation.

THE LATEST ON THE GREEN CLAIMS DIRECTIVE

Technical updates in the suggested text include a new Simplified Substantiation Procedure covering three categories of claims exempt from ex-ante verification: self-declarations exceeding Union minimums, certified environmental labels, and single-characteristic claims bypassing certain Article 3 requirements. The next trilogue is set for 23 June.

WHO RELEASES NCD PROGRESS MONITOR 2025

The World Health Organisation's (WHO) 2025 Noncommunicable Diseases (NCD) Progress Monitor provides a snapshot of country progress toward meeting global NCD targets and commitments. Drawing on the latest available data, the report assesses national capacity, policy implementation, and health system responses across countries. It serves as a key accountability tool to inform action ahead of the 2025 UN High-Level Meeting on NCDs.

DENMARK CONSIDERS SOCIAL MEDIA BAN FOR MINORS (EXTERNAL)

Denmark announced it is considering a ban on social media for children under 15, as the country prepares to assume the rotating EU Council Presidency on 1 July. Digital Minister Caroline Stage Olsen expressed concerns that platforms have failed to remove harmful content, and criticised their "addictive designs". She added that social media has shifted from facilitating interaction to primarily focusing on data harvesting and advertising revenue.
